TBR Tuesday: When the Sea is Rising Red

Most of us have books we've bought with all intentions of reading (or maybe just because it was cheap!), only to have them fade away on a shelf or disappear into a stack of books, never to be seen or thought of again.
TBR Tuesday is a way to talk about the books we own but haven't read, see what other people think about them, and help us decide whether to bump it up our list or knock it off completely.

I normally do books that have been sitting on my shelves for awhile, but this one is a spanking new addition.  I had intended to post about it as a Wishlist Wednesday, but then I got a surprise copy in the mail from a truly awesome person, so I couldn't really "wishlist" it anymore.  (You'll see me gush about it in this week's IMM...)  But I still wanted to share it with you, and since it doesn't come out until next year, it's going to be awhile before I actually share a review, so the TBR seemed like the appropriate format.  I don't anticipate this one sitting on my to-read pile for too long.  I mean, I have to get through Helluva Halloween, but then anything is game, and I  
r e a l l y  want to read this one soon!
Since this is a bit of a combo post, I'm going to ask both my usual questions:

  1. I haven't heard of this before. It sounds really good, I don't know how you can resist reading it! The premise reminds me a tiny bit of a Patricia McKillip book, but I can't remember the title :P
